I've also encountered this MS "bug" in NT with the dual CPU Compaq servers.
I'm not sure if you are also using Compaw servers, but with using the
Compaq Insight Agents software I am now able to poll the Compaq MIBs and
track both CPUs. This cannot be done with the MS implementation of SNMP
afaik, unless the small application mentioned below can do it.

Well I do not think you can get CPU load on multiprocessors machines
running
NTs with SNMP. This is the bug in MS's SNMP implementation. (It's not the
bug it's the feature...:o)) But I have written a small application
