[mrtg] newbie

i got error when try to execute mrtg

my mrtg.cfg :

WorkDir: /var/www/mp3/stats
Target[mp3]: 1:public at my.server.com
MaxBytes[mp3]: 1250000
Title[mp3]: Traffic Analysis for mp3'z
PageTop[mp3]: <H1>Stats for our Ethernet</H1>
PageFoot[mp3]: Contact <a href="mailto:mp3 at my.server.com">mp3</a>

and this is the error message

SNMP Error:
receiving response PDU: Connection refused

                  community: "public"

SNMPGET Problem for ifInOctets.1 ifOutOctets.1 sysUptime sysName on public at my.server.com

first all of the conf has the "#" mark...except the WorkDir option
then after read the documents, i try to uncomment the "#" mark
so it's look like the above one...
from the console :
# mrtg /var/www/html/mrtg/mrtg.cfg
then the error messages came up...

any suggest....???
im running Mandrake 7.2 and mrtg-2.9.7-1mdk
