[mrtg] Setting Max Height

Periodically we have a spike in traffic that is so sizeable that the
remainder of the values don't show up on the graph scale.  The scale of
the image becomes so unreasonable that we have a graph with 10M showing
up twice a day and basically no other traffic showing.   How do I scale
the image to ignore the peaks.  withpeak sounds vaguely like the option,
but the description makes me question if it does what I think it should
do.
