[mrtg] RDDtool Install

I download the RRDtool from the home site and have encountered an error in
the installation.  I did the following commands that  is given in the README
file

cd \perl-shared
ppm install rrds.ppd

I get back the following error message.
Error installing package 'rrds.ppd': Read of ./ failed

Has anyone encountered this before?  If so how do you fix it?
