You see incoming traffic on the BSD box, therefore you know the traffic
is flowing towards the cisco, and the cisco responds. However, the
packets are small so they may be rejects (I don't know how this would
look).
However, if you monitor the connection on the RH box, you know the
packets are passing your firewall.
Try "tcpdump host 191.1.7.1 and host 191.1.5.2 and port 161"
Also, try snmpget and/or snmpwalk.
When you do get responses on the RH box THEN it's time to even think
about MRTG.
