In another answer you write that there even isn't a log file created.

Could it be that you run into an error?

1) use snmpget (or snmputil.exe or whatever program) to query the
   OID+instances.  If this fails, MRTG will fail too.
2) See http://faq.mrtg.org/FAQ011.html last paragraph.
