I hope I'm right about this:

You have compiled rateup with shared libraries and the library cannot
be loaded when its needed.

See the manual page for ld.so

Options are to recompile rateup (static this time), place the libraries
needed for rateup in a place where ld can find them, use an environment
string to point to the place where the libraries are now, or modify
ld.so.conf

Have a look at the unix-guide (to be found in the doc directory) for
further help.
