This message seems to be telling you it cannot find a certain
executable.  It is most likely generated by perl.

This message is coming from MRTG.  

Ergo, MRTG does run but rateup does not.

I cannot tell what the cause of your problem is but I think it is
safe to assume that rateup.exe cannot be found in your PATH.

Check this:  Is rateup installed somewhere that MRTG and perl can
find it?  Maybe it helps to move rateup.exe to the same location
as where MRTG is installed *AND* start MRTG from that directory.

Another possible cause could be OS detection failing.
