Depends on the device (see my original reply).

Not really.  Most nms apps use a 5-minute polling period, it seems to be the
industry standard.  What if you are polling one of the 5-minute variables
(eg avgBusy5 on a Cisco) every 10 minutes?  You're not getting as accurate
data as you could be.
