[mrtg] ThreshProgI

I am trying to send an email notification based on exceeding the ThreshMaxI
for the mrtg-ping-probe. Even when I put in a very small value (like 5) for
ThreshMaxI I do not get notification. If I kick off threshold_in.bat
manually (DOS command or double click with Explorer) it works just fine and
I get an email.

When I take the coment "#" off of ThreshProgOKI I get my restoral message
email every polling cycle. Looks like I am close, but no cigar.
