http://blah.woof.com/cgi-bin/14all.cgi?cfg=/path/to/config.cfg&log=fx_memory would work.

But, pointing it to the cfg without the log specified will creat an index without having to use indexmaker (nice featuer if you use scripts to autocreate your configs)
