I added support for the LibAdd option very recently so your version might
not have it (it's in version 1.1p24). You maybe have to add this line to
the cgi:

use lib qw(E:/Rrdtool/perl-shared);

If this doesn't help: Try to run the cgi directly:

perl e:\program files\easyphp\cgi-bin\14all.cgi

(you might have to hit the return key once). If it works from the command
line there might be an error in the web server setup.
