   /usr/src/mrtg-2.9.21/doc/indexmaker.html
   /usr/src/mrtg-2.9.21/doc/indexmaker.pod
   /usr/src/mrtg-2.9.21/doc/indexmaker.txt

If it isn't there: report your packager for not complying to the
licence.  The location may vary but the docs MUST be present.

And then of course you can run the command without any parameters.
