Try this format. Its what I use, and don't have any problems.

Target[bfs-7507-tem]:
1.3.6.1.4.1.9.9.13.1.3.1.3.3&1.3.6.1.4.1.9.9.13.1.3.1.3.3:passwd at router *
1.8 + 32

It used to work, but now it doesnt anymore. Any ideas are appreciated
