Coming under separate cover is a nice solutions I found to the problem. The only down side is it creates a graph with no traffic for any port that is down admin or opers.

If you use Cisco CATALYST 2900XL or 3500XL switches, there are bug in older
IOSes. After unplugging interface he goes "administratively down".
Only "operational down" is correct. It's repaired in IOS before about 6 months.
You must upgrade IOS.
