Well, the biggest open/free one that I know of is Nagios, formerly known
as Netsaint. It requires some time to setup, but it's a network
monitoring tool, which is apparantly what you're asking for. 

There's also NMS and telemetry box (not sure of it's status).

There are lots of people charging for network monitoring tools out
there, but AFAIK, Nagios is the most developed free (beer and speech)
one out there. 

If you want to use Big Brother (BB) for monitoring stuff that people are
paying for, it's not free. From their 'better than free' license:

1.Non-Commercial Use
No part of the Big Brother System and Network Monitor may be used for
any commercial purpose after a 30 day evaluation period without
obtaining a commercial license from BB4 Technologies Inc. Commercial
purpose includes any activity engaged for the purpose of directly
generating revenues including the sale of the product, use of the
product to provide a service or in support of a service for which you
charge. 

it's the 'in support of a service' bit that does you in. 

Not that BB isn't a decent product, I think it is, but their
'better-than-free' license http://bb4.com/license-text.html isn't 'free'
nor is it better than free. You can't use it for whatever you want and
you cannot redistribute it without prior written permission. You also
are required to link to their website with your monitoring page.
