This only works if you have the older 2.9.10 MRTG. It is not compatible with the new versions.

I noticed that ISP always use the monthly utilization stats and take the
top 5% off, and charge for the highest after this. 
My question is how to take the top 5% off the monthly stats from MRTG,
is there any script to do this?
