A couple of basic checks...

1. Is mrtg actually executing? If not, check path statement or run from
mrtg\bin directory.
2. Can mrtg locate your config file, again check the directory you are
specifying or running from.
3. Check that the directory specified in your config file exists (this is
where the html files will be created). It is possible to segregate log
files, html files etc, depending upon your set config setup.
4. Run mrtg from the command line. Do you get any errors reported?

When you run mrtg, it should create log files (named as per your target in
the mrtg.cfg file) and it will also create html files (unless you are
running RDDTool. By default mrtg is configured not to use RDDTool, so you
should get both log and html files created/updated each time you run mrtg.

More specific info would be required before we can help you further.
