[mrtg] update: strange 'no response received' error

If anyone's interested, this was on a Cisco 2621 running 11.2(14).  The
problem was solved by an IOS upgrade to 12.0(18).  Go figure.

This is not usually the recommended solution for this sort of problem, but
we were upgrading anyway and I noticed that the errors stopped immediatly.
