This won't work for reasons Paul already described.

However, there's a variant that will, sort of, work.  It does so only
for the daily graph:

MRTG will create images that describe 5 minutes per pixel in the daily
graph.  If you create such an image at 5pm and you want it to show the
office hours only, it should be 108 pixels wide.  108 pixels at 5 minutes
a pixel means 540 minutes which equals 9 hours.

Rateup, like RRDtool, can be called from the command line.  You will
need to find out what parameters you should give it and I'm afraid this
isn't going to be easy.  It is however doable.
