[mrtg] problems with 14all.cgi

I recently built an MRTG machine using RedHat 7.2, MRTG 2.9.17, RRDTOOL
1.0.33 and 14all.cgi.  That machine is working just fine but when I tried to
duplicate that setup using the same software I have had nothing but
problems.  I had some path problems but finally got MRTG to start gathering
data but 14all.cgi will not work.  Even though the setups seem identical,
the first displays graphs, the second just displays the text of 14all.cgi.  
Any ideas?
