You have 4 OIDs in your target (but you only have 2 unique OIDs), you should
only have 2 OIDs unless you are trying to do a mathematical expression to
the target.

ie
Target[modem]:
1.3.6.1.4.1.9.10.19.1.1.6.0&1.3.6.1.4.1.9.10.19.1.1.7.0:public at host [/ * -
+]
 
1.3.6.1.4.1.9.10.19.1.1.7.0&1.3.6.1.4.1.9.10.19.1.1.6.0:public at host
