[mrtg] Incorrect 'MAX' listed for weekly/monthly/yearly graphs

Recently we have come up to a rather troubling issue here with mrtg.

In particular, the 'max' in/out values on the weekly/monthly/yearly graphs
appear to be incorrect. It seems that the values get folded into the
average, while http://faq.mrtg.org/intro/mrtg.html states:
"If you know 6 five-minute intervals you can build one thirty-minute
interval from it by just averaging the averages. Keep the maximum maximum et
voila, your done. Yes, that's correct, two times average and two times
maximum in that last sentence."
The above snippet suggests that the max value is kept (presumable for
showing in max in/out) when from an actual cooked test we can see that it is
not.

Does anyone know what is going on with this? Is there any way to make MRTG
behave in the documented fashion? We would prefer not to turn on WithPeak as
that would skew the graphs and render them useless for trend analysis.
