[mrtg] Tested, verified: 14all.cgi with timezone conversion

If you want to be able to specify timezone per interface, add the
following after line 194 and 499 to 14all.cgi:
  if (defined $targets{timezone}{$log}) {
	$ENV{'TZ'} = $targets{timezone}{$log};
  }
