Sorry for the delay, real work got in the way. I compiled the latest MRTG on OpenBSD 3.1 with 
the following configure.

LDFLAGS="-L/usr/local/lib -ljpeg -lgd" \
./configure \
--with-gd-inc=/usr/local/include \
--with-gd-lib=/usr/local/include \
--with-png-inc=/usr/local/include \
--with-png-lib=/usr/local/lib

gmake
./bin/rateup
./bin/rateup for mrtg 2.9.21
Usage: ./bin/rateup directory basename [sampletime] [t sampletime] [-(t)ransparent] 
[-(b)order][u|a|g|h|m in out abs_max] [i/p file maxvi maxvo maxx maxy growright step bits]
