[mrtg] Minimum y values of 4.0?

I'm trying to use MRTG in conjunction with ucd-snmp to monitor load
average (among other things). The problem I have is that if the load
average for an entire graph (be it d,w,m or y) is less than 4, the
scaling doesn't work right, and all the y values on the graph are 0.
I'm using YTicsFactor and Factor of 0.01, since ucd-snmp reports
loadavg x 100.

Factor is working correctly; the values below the graph are correct.

I don't think this actually has anything to do with my particular
config, but here's a fragment:

RouterUptime[saratoga.loadavg]: ********@saratoga
Title[saratoga.loadavg]: loadavg -- saratoga
MaxBytes[saratoga.loadavg]: 20000
YTicsFactor[saratoga.loadavg]: 0.01
Factor[saratoga.loadavg]: 0.01
PageTop[saratoga.loadavg]:
Saratoga Load Average

ShortLegend[saratoga.loadavg]:
YLegend[saratoga.loadavg]: Load Average
Legend1[saratoga.loadavg]: 1 Min. Load Average
Legend2[saratoga.loadavg]: 10 Min. Load Average
Legend3[saratoga.loadavg]: Peak 1 Min. Load Average
Legend4[saratoga.loadavg]: Peak 10 Min. Load Average
LegendI[saratoga.loadavg]: 1m
LegendO[saratoga.loadavg]: 10m
Options[saratoga.loadavg]: growright,gauge,nopercent

Is this a known bug, or am I doing something wrong? (I'm using 2.4.18)
