[mrtg] Minimum y values of 4.0?

I'm trying to use MRTG in conjunction with ucd-snmp to monitor load 
average (among other things). The problem I have is that if the load 
average for an entire graph (be it d,w,m or y) is less than 4, the 
scaling doesn't work right, and all the y values on the graph are 0. 
I'm using YTicsFactor and Factor of 0.01, since ucd-snmp reports 
loadavg x 100.

Factor is working correctly; the values below the graph are correct.

I don't think this actually has anything to do with my particular 
config, but here's a fragment:
