[mrtg] MRTG restarting error: Another copy of MRTG seems to be running

I have manually killed all MRTG processes but when I try to start up MRTG
using the command 

/usr/local/mrtg-2/mrtg mrtg.cfg

I get this error message. I don't know why that would be when no other
process is running?
