Don't know if this will help or not - but you might try adding:

routers.cgi*InSummary[a.b.c.d]: yes

to your target configs...

it parses a status.log file and reports the services and hosts that are
down and up.
i can get the graphs in the generic.cgi but not in routers.cgi
i have the following cfg for my linux box and it works fine

WorkDir: /usr/local/mrtg/http

PathAdd: /usr/local/rrdtool-1.0.33/bin/
LibAdd: /usr/local/rrdtool-1.0.33/lib/perl/

up and/or down
