No you don't need a MIB compiler.  You have two choices...

Use LoadMibs within the config file or use the specific OIDs in your 
target.  No need to compile the mib, the device you are querying 
already knows what to respond with when you request a specific 
OID or the MIB...

anyone out there know where to compile in MRTG? Do I
require a 3rd party compiler?
