[mrtg] SV: Monitoring DoD interfaces

Hi Don,

Can see that nobody has answered this... Got a poosibility for you,
don't know if it's the correct way of doing it...

How about using a script, that determines if the Interface is up?
Instead of starting mrtg, start a script. If the interface isn't up,
don't run the mrtg.cfg file...
