Issue: 
MRTG / rateup isnt behaving the same as older versions when dealing with a
lost packet or host down situation. In a lost packet situation, it creates
saw-tooth graphs. In a host down situation, instead of logging the last
data, creating a flat graph, it logs a flatlined '1'.
