Unfortunately, the weather map thingy from Indiana Univ is a

Take a look at "PicNet", found in the contrib directory:

Its description is:

PicNet updates information on raster images of your network.
It changes the colors you selected in your images (links...) 
to colors based on the current rates stored in MRTG log files 
or on the current max rate in a submap (another image).
Besides, you can map areas to MRTG stats pages or submaps.
HTML, MAN, TXT and POD documentation is available.
