[mrtg] Perl Script for monitoring admin status

Hi,

I would like to know if i could get any help regarding scripting of a perl 
script for the following casees:-
1) If the router is down for more than 2 polling sessions it should send a 
mail
2)and after it comes up again, if it is up for more than 2 polling sessions 
it should send a mail
3) It should not send a mail if it is down only for one polling session
4) and after it is in the same state for more than 2 polling sessions after 
the mail has been sent it should not send any mail

if you would know how to script this or anybody who would know kindly mail 
me.
