[mrtg] thresholds + sniffer

I need to setup a threshold program to print the current connections on the
interface monitored when the threshold is broken.. (serial if connection to
DS3)
How could I pull these stats without a sniffer (cant right?) or if with a
sniffer, is there a *somewhat* common log I could pull this info from?
(hoping I can just 'tail' the log)

The desired result is: 80% or more breached an html page will show the
connections at this point 

Any reference/resources appreciated!
I am currently using win2000, but can setup a linux box for the sniffer if
absolutely necassary..
