[mrtg] MRTG not showing the correct utilization.

Hi All,
I am using the MRTG version 2.9.22 for monitoring our Cisco routers, I tried using the 2.9.26 version but had issues with it, like the other people on the list it shows as 8T all the time, so I changed it back to using the older version 2.9.22. 
Now the problem is that the graphs show maximum utilization at 28.8K, while our total bandwidth is 256K and actually when I checked it on the Router for the last 5 minute average when we fully utilize the bandwidth, the average is between 220K to 240K. But the graphs show a maximum of 28.8K. I think the issue is with the HTML creation. Can some one show me what changes I need to do to make the graphs show the real picture.
