On the MRTG web site, there is a program called 95th percentile.
I had similar issues to you, and this does a wonderful job.

Is there any way that I can specify the scale for the graphs in mrtg?
I've got some of the interfaces that I am monitoring that are mostly low
traffic with a big spike once or twice a day. The graphs scale based on
the
spike and I can't see much of the normal traffic. I would like to be
able
to specify the top value so I can see the normal traffic and let the
spikes
go off the graph.
This would also be useful to set several interface graphs to the same
scale
so they can be easily compared.
