Sorry, no it wouldn't.

MRTG by default will divide the difference between the current and previous 
value read by 300 to get the average over the last 5 minutes (300 
seconds).  Thus, in the example you give, the result would be less than 1 
and probably not graphed at all.  I believe that if you add "*300" to the 
end of the Target: line, it should undo the division and you will get the 
results you're looking for.
