It looks like the maximum change in the value of the counter over a five
minute period is 2. If you don't use the "gauge" option, mrtg tries to
calculate a rate of change per second. It does this by dividing the
actual change over five minutes by 300, then rounding to the nearest
integer. Unless the counter changes by at least 150 in a five minute
period, the result will be zero.

You can use the "perminute" or "perhour" options to compensate for this.
In this case, the "perhour" option would be the better choice.
