I also failed to monitor global modem use, however 
monitor switch port use instead at 

1.3.6.1.4.1.2637.2.2.216.1.10.0 

The total number of switch ports available have to be
queried sequentially by querying all ports and cards
(so maybe better to fill in manually). If You sniff
cpm queries to the CVX, You can see that Nortel/Aastra
appearantly also does not have an easier method.

Additionally I'm monitoring modem use per VPOP using:

ISDN ppp 1.3.6.1.4.1.2637.2.2.218.1.5.<VPOP+1>.4.4
analogue ppp 1.3.6.1.4.1.2637.2.2.218.1.5.<VPOP+1>.3.4
ISDN L2TP 1.3.6.1.4.1.2637.2.2.218.1.5.<VPOP+1>.4.6
analogue L2TP 1.3.6.1.4.1.2637.2.2.218.1.5.<VPOP+1>.3.6
