[mrtg] rateup bugs on freebsd - workaround

apparently the latest mrtg rateup just doesn't work on freebsd 4.x?

i installed mrtg from the ports, and it now works fine.  it's an older 
version (2.9.22) but i guess i can live with that since it at least gives 
correct results now.
