On Cisco gear you can monitor arp traffic with locIfarpInOctets and
locIfarpOutOctets
.1.3.6.1.4.1.9.2.2.1.1.108 and .1.3.6.1.4.1.9.2.2.1.1.109, plus the
ifIndex value for an instance.
Although this mib is technically deprecated, I haven't seen the counters
reproduced anywhere in the hierarchical mibs.
