it clearly is in your crontab if it's running from cron :)
it may not be in the usual place(e.g. when you crontab -e) but probably
in the system crontab /etc/cron*
redhat does this by default, in my redhat 7.3 system it has
an entry in /etc/crontab:
0-59/5 * * * * root /usr/bin/mrtg /etc/mrtg/mrtg.cfg
commenting it out disabled it. I run my crontab stuff as user
mrtg, so I prefer to keep the crontab entries accessable to that
user.
not sure about other distros other then debian which as far as I know
does not manipluate crontab in any way when installing mrtg.
