I have this same problem on some gig ports I am monitoring.  The device does
not have 64-bit counters, so I'm forced to poll the 32-bit ones more
frequently. To do this I installed RRDTool and 14all.cgi, and ran just these
needed interfaces at a 1-minute interval.  Now I get accurate graphs (at
least so far up to 300mbps).  I won't even begin to tell you how to do this
as there is ample documentation on the MRTG web site under RRDTOOL
INTEGRATION.

It works without :::::2, 

I can poll it with any SNMP software including MRTG without :::::2

if you get error as u told us then it is the problem of snmp. 

Can u plz check that snmp is enabled on your lucent cbx? 

Check which community is there in Lucent cbx? 

if all is ok with Lucent then ping from mrtg server the ip address of
lucent cbx.. 

also check have u put any type of firewall on mrtg server or not?

To monitor 64 bit counters you need the following:
1. A snmp device that is capable of anwering SNMPv2 requests
2. The 64 bit rateup.exe
3. Tell snmp to use the SNMPv2 counters. To do so your target lines will
look like: Target[name]: @x.x.x.x:::::2
