Looks like you left the snmp community string off.  Try this:
cfgmaker --ifref=ip --global "WorkDir: /var/www/html/" --global
"Options[_]: growright, bits" --global "RunAsDaemon: Yes" --global
"Language: spanish" --no-down public at 10.3.1.202 --output /etc/mrtg.cfg
