[mrtg] RRDS install issue

This may have been covered somewhere, but if it has I can't find it.  
 
I am running MRTG on win xp.  Using Perl V5.8.0.  Everything works
great.  I have downloaded the rrds package.  My understanding is I don't
need to compile for windows.  I issue ppm install rrds.ppd from the
rrdtools\perl-shared directory and get this error:
 
Error:  No suitable installation target found for package RRDs.
 
Any help?
