In fact, it would produce three: 1, 2 and Combined.
Routers2.cgi allows this.

In fact, you can fine tune it further to remove graphs 1 & 2 using the
routers.cgi*InMenu and routers.cgi*InSummary options

The section in the documentation doesn't explain routers.cgi*Graph
particularly clearly, just try it and see what you get. Especially useful
is the Total option instead of doing OID maths.

Won't that produce 2 separate graphs? I believe he meant having more than
two lines on one graph.
I have been looking for a way to do this also.

Target[1]: 1:public at ipaddress
routers.cgi*Graph[1]: CombinedGraphName

Target[2]: 2:public at ipaddress
routers.cgi*Graph[2]: CombinedGraphName
