The difficulty is that the counters appear in only the very latest
versions of IOS.  The CAR counters don't show up either, so that's not a
workaround, because the CAR counters reference ifIndex, and if there is
no ifIndex value, there is no way to create them.  I opened up a bug on
that back in 12.1.5T days (well over 18 months ago) and they sat on it
past the drop-dead date for getting it into 12.2, so it's in 12.2T,
starting with 12.2(8)T, and it's also in 12.2(13)ZE.

Needless to say, I haven't upgraded any routers to take advantage of
this mib.

As a potential workaround, isl encapsulated vlans are supposed to be in
the table in 12.2 mainline, but I've never gotten them to work either.
