[mrtg] Error: Cannot Create Graph

Hi!
I´m using MRTG, RrdToll and 14all.cgi installed in Windows 2000 IIs 5.0.
When users that are not administrators of the machine try to acceess the
script, the page is showed whitout the graphs, and  the message "Errror:
Cannot Create Graph" is displayed. The permissions on directory where the
graphs are generated are correctly set to read and write to all users. Does
somebody can help??
