You need to specify which particular configuration file to use.
Try something like:

http://localhost/cgi-bin/14all.cgi?cfg=mrtg-rrd-router1.cfg
--

Replace "mrtg-rrd-router1.cfg" with your own configuration file and 
you should get something useful back.
