[mrtg] Very big differences on chart

Hi

I've got a question about the differences on chart between the graphic
Input and its legend

http://vpop.kei.pl/chart.png

You can read from the chart that there is 22 Mbits Transfer Input but on
the legend below
there is:

Maximal Input : 18,252M

So there is almost 4Mbits difference. Can anybody tell me why ???
